On 10 October in Hanoi, NTQ and the University of Transport Technology (UTT) officially signed a Memorandum of Understanding (MoU), focusing on joint research and the development of breakthrough technologies, as well as workforce training in the digitalization of the transportation sector. This partnership reflects the shared commitment of both parties to support the national strategy for innovation and digital adoption, aiming to enhance operational management and modernize transport infrastructure in line with emerging trends.

Towards The Readiness For Sustainable & Smarter Transportation  

The partnership between NTQ and the University of Transport Technology (UTT) represents a long-term commitment to driving innovation and sustainable development in Vietnam’s transportation sector. Under the signed MoU, both parties agree to collaborate comprehensively in core areas: technology development, talent cultivation, and global collaboration, to build future-ready infrastructure and workforce.

1. Strategic Collaboration in Technology Research & Development

NTQ and UTT will jointly accelerate scientific research, technology transfer, and innovation in the transportation sector. The two parties plan to:

  • Co-develop R&D projects at institutional, ministerial, and national levels, focusing on AI, IoT, Big Data, digital simulation, BIM, and Intelligent Transportation Systems (ITS) to solve real-world infrastructure challenges.

  • Establish a Technology Incubation Center for Smart Transportation and Infrastructure to support commercialization of research, nurture start-ups, and provide testing environments in partnership with industry.

  • Launch innovation competitions to identify and mentor breakthrough ideas, strengthen intellectual property, and inspire a culture of entrepreneurship among students and researchers.

  • Foster interdisciplinary research within the network, share resources, and produce high-impact scientific outputs with strong industry application potential.

2. Incubate a New Generation of Digital Talents for Transportation

The partnership emphasizes developing a pipeline of highly skilled digital professionals and academic leaders through:

  • Jointly designing high-quality academic programs, starting with two flagship bachelor tracks in 2025: Artificial Intelligence and Smart Transportation Systems.

  • Promoting a “local study abroad” model with credit recognition across member institutions, enabling students to rotate between universities, enterprises, and research centers for practical experience.

  • Implementing faculty and researcher exchange programs, inviting guest lecturers, and forming cross-institutional research groups to elevate teaching quality.

  • Building strong faculty teams and advanced research clusters, complemented by continuous training, upskilling, and international exposure.

  • Strengthening the connection between universities and enterprises through internships, applied projects, and thesis programs linked to real-world industry challenges.

3. Global Collaboration in Digital Transportation

Recognizing the importance of global integration, NTQ and UTT will deepen international cooperation by:

  • Expanding student, faculty, and researcher exchange programs with global universities and institutes in transportation and digital infrastructure.

  • Co-hosting international conferences, thematic forums, and joint publications to enhance global academic reputation and foster cross-border research.

  • Encouraging joint authorship, co-supervision of PhD students, and collaborative research projects published in top international journals (including SCOPUS-indexed).

  • Proactively joining international research networks and associations, while seeking opportunities to participate in projects funded by governments, NGOs, and global corporations.

  • Building long-term collaboration platforms through alumni networks and sustainable engagement with international experts.

A Strategic Collaboration within a National Initiative

The signing ceremony marked a key milestone within the Network of Centers for Excellence and Talent Development—a strategic initiative launched by the Ministry of Education and Training to foster stronger partnerships between the State, academia, and enterprises. This “golden triangle” model plays a pivotal role in enhancing Vietnam’s digital competitiveness on the global stage.

On August 1st, 2025, NTQ officially became one of more than 100 members participating in this initiative, partnering with the University of Transport Technology (UTT) under the guidance of the Ministry. This collaboration underscores NTQ’s commitment to bridging business and education, aiming to elevate the quality of training, research, and technology transfer in the digital era.

As part of this initiative, NTQ will work closely with universities and research institutions to implement practical, high-impact collaborations. Its proposal includes co-developing hands-on training programs in key areas such as AI, IoT, Big Data, and Intelligent Transportation Systems (ITS), supporting applied research teams addressing real-world challenges in smart mobility and infrastructure. NTQ also plans to co-establish the NTQ – UTT Smart Transport Lab, equip students with practice-oriented facilities, host annual industry-focused events, and provide internships with a clear pathway to employment for top graduates.

This partnership reflects NTQ’s enduring mission to nurture tech talent, invest in human capital, and empower the next generation of digital innovators. Over the past year, NTQ has strengthened ties with leading universities and training institutions across Vietnam and beyond, driving efforts in career orientation, skill development, and early industry exposure for IT students. The MoU with UTT, within the national framework, not only marks a strategic leap forward but also reinforces NTQ’s growing role in advancing public-private collaboration for digital talent development and strengthening Vietnam’s position in the global digital economy.
